The annual UAP report shall be submitted to Congress by the All-Domain Anomaly Resolution Office (AARO) and its director, rather than by the Director of National Intelligence and the Secretary of Defense.

Enhanced UAP reporting procedures and whistleblower protection

Sec. 1673. Unidentified anomalous phenomena reporting procedures.

Secure mechanisms have been established for UAP whistleblowers to come forward and testify before Congress or AARO.

Establishment of All-domain Anomaly Resolution Office (AARO)

Sec. 1683. Establishment of All-domain Anomaly Resolution Office.

Pentagon, under mandate, creates AARO (successor of UAPTF and AOIMSG), a single office for all UAP reporting, initially led by Dr. Sean M. Kirkpatrick.

Regular briefings on historical UAP records

Sec. 6803. Comptroller General of the United States audits and briefings on unidentified anomalous phenomena historical record report.

AARO was tasked to review historical UAP reports dating from 1945.

AARO must provide regular classified briefing to congress twice a year, and unclassified briefing in open session once a year.

Gillibrand-Rubio UAP Amendment

Sec. 1683. Establishment of office, organizational structure, and authorities to address unidentified aerial phenomena.

As a result, DoD created the Airborne Object Identification and Management Synchronization Group (AOIMSG) to replace the Unidentified Aerial Phenomena Task Force (UAPTF).
